I don't think this is correct. Templating has shipping packages that have packages dependencies on NuGet. These non-stable versions won't get published to nuget.org. So I think we either need to move sdk onto stable, or if sdk's deps are really just needed for repackaging content, change them to DownloadPackage |

SDK uses the unstable transport packages which is causing package downgrade errors. Prepping this in case we need it but consulting offline first.
